Most monitoring setups fail because they begin with a keyword list. A large volume is collected, little is read, and nobody can say which question the whole thing answers. Scoping reverses the logic: which decisions are coming in the next months, which surprises would be costly, which changes would open an opportunity?
Each answer becomes a monitoring question stated in verifiable terms. « Follow our sector » is not one. « Which players are announcing a competing offer in our public-sector segment » is, because it indicates where to look, what counts as a signal, and who must be told.
Building the source base
A useful source base mixes different natures of sources: general and specialist press, official communications, tenders and public documents, publications from the organisations being tracked, social channels, and internal reports from teams in contact with the field. Each has blind spots; it is the crossing of sources that produces a reliable reading.
The source base is documented: why a source is followed, which question it answers, its known reliability, how often it is consulted. That traceability prevents the silent accumulation of sources that have become useless, and it allows an analysis to be defended in front of a management team.
Qualifying a signal: five questions
A raw signal has no value until it is qualified. Five questions are enough: what happened, why the information is credible, why it matters to us, what impact is possible, what action is suggested. An alert that does not answer those five points wastes its recipient's time.
Qualification also means separating what is established from what is probable, and flagging what is missing. A note that is honest about its uncertainty is more useful than a confident one that will be contradicted the following week.
What AI changes in a monitoring setup
Generative AI speeds up sorting, summarising and categorising. It replaces neither the definition of monitoring questions, nor source verification, nor judgement on the importance of a signal. Used without a framework, it produces fluent summaries that are falsely reassuring.
A serious approach gives the system the monitoring question, the delimited corpus and the expected categories, and requires it to separate facts from hypotheses, flag contradictions and state what is absent. Human validation remains the control point, particularly before anything reaches a leadership team. This is the work carried out with Monitor, a media monitoring activity launched in 2014.
Frequently asked questions
What is the difference between a press review and strategic intelligence?
A press review gathers published content. Strategic intelligence starts from decision questions, qualifies signals, cross-checks sources and produces an analysis or an action. The first informs; the second supports an arbitration.
Is a specific platform required?
Tooling comes after scoping. Clear monitoring questions, a documented source base and a suitable reporting format produce more value than a platform configured without objectives. Tools are then chosen according to volume and traceability needs.
How do you involve teams in reporting signals?
Through a very simple reporting channel: observation, context, source and reason it matters. Commercial, procurement, customer service and operations teams see signals that tools do not capture. The monitoring lead then qualifies them.
